Nawaz Sharif paid Rs 3000 only as income tax in 1993 but this does not make him a tax evader because there are scores of other rich people, Ahmad Dawood, Nasim Saigol, Rafiq Habib, Mian Mohammad Mansha, Adamjee and Bawanys who have legendary wealth but do not income tax proportionate to their presumed income and lifestyle. Yet no case has ever been registered against them, evidently because like Nawaz Sharif, they too are making use of the exemptions, allowances and loopholes in the prevailing tax system.
It is thus, not mere coincidence that the chairman of CBR has invariably been the first to go with each change of govt since 1988. Benazir Bhutto***umed power in the last week of December 1988 and Ghulam Yazdani Khan was appointed the new chairman CBR on January 22, 1989. He was removed on August 10, 1990 within 5 days of Bhutto's dismissal and was later arrested by Nawaz Sharif govt, ostebsibly on charges of smuggling. But his real crime was initiating investigations into the allegations of tax evasion by House of Ittefaq.
Nawaz Sharif waited for eight months to bring Sajjad Hassan as CBR chairman who was dismissed by President Ghulam Ishaq on April 8, 1993, two days after Nawaz Sharif was dismissed. Kazi Aleem Ullah was appointed the new chairman on May 3, 1993 who was replaced on July 17, 1993 by a PPP nominee Mobin Ahsan who, in turn could survive only a week because of reinstatement of Nawaz Sharif govt by Supreme Court of Pakistan.
The successive governments and senior bureaucats have always been conscious of the corruption plaguing CBR and Kazi Aleem Ullah, in a letter on May 8, 1993 to members and senior officials of CBR said that " it was extremely unfortunate that both customs and incom tax services which are the backbone of federal tax administration enjoy a very poor reputation in public eye. So much so that these departments are always quoted, in private as well as in public, as corrupt departments".
Very few people know that according to Federal Service Census Report, 1993, CBR presently housed in an unassuming building on the Constitution Avenue in Islamabad is the second biggest employer, among all the federal govt departments after Pakistan Railways, accounting for 12% of the total stregth of Federal Employees estimated at 1,75,189.
by issuing SRO's without the approval of the parliment". But SRO's have been issued and withdrawn with greater speed during second Nawaz Sharif govt than ever before.
Earlier in 1993, when Nawaz Sharif was dismissed, caretaker Interior Minister has accused his govt of issuing SRO's seeking to slice the import duty on scrap " without lawful authority ".
As on several other fronts, Benazir and Nawaz Sharif also fought a battle of the SRO's giving concessions to oneself and withdrawing concessions from the other. Thus while both used SRO's indiscriminately for personal ends, officials of CBR were encouraged to also use them to grind personal axes.
One of the first official acts of Benazir Bhutto, both in 1998 and 1993 was to move CBR for an exemption in the import duty of Mercedes Cars for personal use. Similarly some of the sweetest dishes must have been to Prime Minister by the CBR issuing SRO's for the benefit of House of Ittefaq. Conversely when he was in opposition the hounds of CBR were let loose on him. The case of Prime Minister Sharif also shows how CBR is used by the rulers for greasing their palms or settling scores with the opponents.
Following exemples illusterate how CBR served sweet dishes to House of Ittefaq and how duties were manipulated to settle personal scores.

The company’s address listed on the website is Stanhope House, Stanhope Place, Marble Arch – one of the city’s priciest neighbourhoods.

Nawaz Sharif tried to subdue the Jang Group, the country’s largest media group, and to punish Najam Sethi, editor of The Friday Times, and other journalists, who had cooperated in the production of a BBC documentary investigating corruption involving the family and business concerns of the then prime minister.

Victimisation of The Jang Group

NAWAZ SHARIFS action against the Jang Group started in December 1998. On December 14, the Federal Investigation Agency (FIA) raided the Rawalpindi office of the daily Jang. They demanded to check the newsprint quotas and store records and harassed journalists and other staff present at the office. However, the newspapers’ staff and office bearers of the workers union resisted this attempt and forced the FIA officials to withdraw from the premises.
The government claimed the raid was a routine examination of the accounts and audit of the group was being conducted because of discrepancies in the profit declared to the income tax department and to the Audit Bureau of Circulation (ABC).
The Jang group spokesman contested the government’s view and maintained that the tax raids were conducted to harass and intimidate the group and its journalists to stop writing stories, reports and investigative stories critical of the government. The spokesman added that government demands included the dismissal of 16 senior journalists including Maleeha Lodhi (Editor, The News, Rawalpindi), Irshad A Haqqani (Editor, Jang, Lahore) and Kamran Khan (The News, Karachi).
The spokesman for the newspaper group also disclosed that senior government officials had asked Jang group newspapers not to carry a news story concerning the non-payment of a US$ 18.5 million loan by the family of Prime Minister Nawaz Sharif that had been published by the British newspaper The Observer a day earlier. The spokesman claimed officials tried to block the publication of the story and threatened that things would get “real tough” if the story was published. The story was reprinted in a number of Pakistani newspapers, including those belonging to the Jang group.
In retaliation, the government stopped advertising in Jang Group newspapers and filed claims against the group for customs duties on shipments of newsprint amounting to 1.6 billion rupees (US$ 31.4 million). The government also issued notices of tax evasion against the group and its owner, Mir Shakilur Rehman, amounting to two billion rupees (US$ 40 million).

On May 2 when Unites States Army landed on Pakistani soil as invaders to commit claimed murder of Osama Bin laden which has not yet been proved with concrete and fool proof evidences to the media or any court of law .That was a shocking action which shivered the whole nation and raised serious questions about country's defense and armed forces role in that incident.There were two immediate version from Pakistan's ruling civil and military authorities

1- President Asif Ali Zardari Wowed and applaud American action as a great success and achievement in an Article published in American News Paper very next day which wasa the same day in Pakistan due to time difference between twio countries. Keeping in view the time difference between America and Pakistan how it was not possible unless that article was written in advance from a person aware of that action. That is a known fact Hussain Haqqani used to write and arrange publication of such articles on behalf of Zardari. Interestingly Pakistani national came to know about that incident through world media which flashed President Obama"s speech about their attack and success while non in Pakistan ( among common citizens) was aware of that operation.
Immediately toeing his boss and mentor's view Prime Minister Yusuf Raza Gilani praised and appreciated the action .He congratulated American govt. openly through his written press statement.

2- Second re-action which was matching the sentiments and opinion of whole nation came from Army who condemned the action and protested to American authorities .Defence spokesman gave reasons and excuses about their negligence and failure to stop that invasion and American action on the territory of a partner country in war against terror and "NON-NATO Ally.

Army chief in his speeches clearly stated that " At least the armed Forces" were not aware or smelled about American intention or plan for their boots on Abbotabad.The word " at least" indicated that some one in Pakistan could know about that.

Now coming back to the issue , Hussain Haqqani has expressed his views about riding on army by civilian PPP govt. as per American desire and their strategical interest , in his published book and role in controversial Kerry-Lugar bill in its original shape which was modified when Pakistan Armed Forces openly criticised the same.

That was the scenario when above conversation , exchange of messages and email between Mansoor Ijaz and Hussain Haqqani took place while Pakistan Armed Forces were under tremendous pressure in Pakistan and from international Media accusing to provide shelter to Osama bin Laden. American authorities and Pakistani Political parties openly questioned their role through press and in a joint parliamentary session.

When Mansoor Aijaz disclosed about the memo in second week of Oct'11, Pakistani authorities ignored , neither Hussain Haqqani denied or wrote any answer to it in American news papers.
After up-roaring of Pakistani Media President House and govt of Pakistan simply denied calling that concocted , baseless and fabricated .Same way Mike Mullen said that he does not remember if any such memo reached to him or not.

How come that just after few days his memory was refreshed and he confirmed receipt of that memo which was delivered to him by his***istant through due process and was conveyed to secretary of defence as well who also confessed .

While pasting the piece on board to complete the picture , Director General of I.S.I himself travelled to London and had meeting with Mansoor AIjaz who furnished him the related records with forensic authentication and offered to present on any forum in Pakistan to prove the truth. On the contrary , he released to media the record of exchanged message between him and Hussian Haqqani .

Husasain Haqqani confessed that his stay in a hotel in London on the dates mentioned in the memo and he was there to meet British Defence authorities , question is that what was his business there with an important and top brass British Army personal being Pakistani envoy in New York , was he lobbying to take the British on board for the alleged plan. If we watch statement / interview of Wajid Shams ul Hassan to NDTV and CNN in which he confessed that Pakistan govt and agencies were well informed about that action.
