Technology today is so advance, that lot of equipment to counter the security is available in the market. For example govt can buy motion detector lights and sirens and install at perimeter fence/wall. There are cameras, which follow any moving object and send pictures to the control room. China is manufacturing by the tons. Buy it, it is cheap.
Look at government representative, complaining at his own government. Also ignorant of being in this important position. How unfortunate we are?
